WhatsApp Quality Rating and Messaging Limits

Manage Integrations and Connected WhatsApp numbers

After the connection is successful, you should be able to see the card view of the WhatsApp Integration successfully added to the system.

The card includes the Connected WhatsApp Number, Phone Number ID, Quality Rating, Status and the Payment Setup Method.

Quality Rating

Quality rating is based on how your messages have been received by recipients over the past 30 days. It is determined by a combination of signals from conversations with customers such as the reason to block your phone number and other reporting issues. Your phone number quality rating is checked by Meta each time you initiate a new conversation with a unique customer.

If the quality rating has been Low for the last seven days, your daily messaging limit will immediately decrease to the lower tier.

The Quality rating displays the quality states, including:

  • Green: High quality

  • Yellow: Medium-quality

  • Red: Low-quality

You can become eligible for more features when your business maintains a High-quality rating. When the user blocks your business, they can select a block reason, including No longer needed, Didn’t sign up, Spam, Offensive messages or No reason.

You'll receive an email and a notification in Meta Business Manager when:

  1. A phone number’s status is changed to Flagged or when this Flagged Status is removed.

  2. There is a change to a phone number’s messaging limits.

Here are some guidelines for sending high-quality messages:

  • Make sure you follow the WhatsApp Business Messaging Policy.

  • Only send messages to users who have opted into receiving messages from your business.

  • Make the messages highly personalized and useful to users. Avoid sending open-ended welcome or introductory messages.

  • Be mindful of messaging frequency; avoid sending customers too many messages a day. Be thoughtful of informational messages, optimizing for content and length.

Status

When the quality rating reaches low quality, your phone number quality rating changes to Low. If the phone number quality is Low and on track to be downgraded to a lower message tier, the phone number status changes to Flagged.

When a phone number is Flagged, if the quality doesn't improve over 7 days, the status returns to Connected. However, the messaging limit will decrease to the next level. For example, the phone number that used to have a 100,000 messaging limit now has a 10,000 messaging limit.

  • Connected: You can send outgoing messages within your set messaging limit.

  • Flagged: This status occurs when the phone number’s quality rating changes to Low and is on track to be downgraded to a lower message tier. Businesses can't upgrade messaging limit tiers while the status is Flagged.

  • Restricted: This status occurs when you reach your messaging limit, regardless of the quality rating. While the status is Restricted, you can’t send any outgoing messages until 24 hours have elapsed. You can still respond to any messages that customers initiate.

Note

  • If you've reached your sending limit, WhatsApp will mark your phone number as Restricted and block you from sending messages. This status is temporary and is updated after 24 hours.

  • If your quality rating changes or becomes low, you will receive an email notification, and your account will be marked as Flagged in your Business Manager. With this status, you cannot be upgraded to the next messaging limits tier. If the message quality improves to a high or medium state for seven successive days, your status will return to Connected. If the quality rating doesn't improve, your status will still return to Connected, but you'll be placed in a lower messaging limit tier.

Messaging limits

Messaging limits are the maximum number of business-initiated conversations, a business phone number can open in a 24-hour moving period.

Business phone numbers are initially limited to 250 business-initiated conversations in a 24-hour moving period, but this limit can be increased.

Increasing Your Limit

Messaging limits can be increased to the following:

  • 1K business-initiated conversations

  • 10K business-initiated conversations

  • 100K business-initiated conversations

  • An unlimited number of business-initiated conversations

Note:

For your business phone number to be eligible for an increase, it must have a connected status, and if your business phone number has a low-quality rating, it may continue to be limited to 250 business-initiated conversations until its quality rating improves.
